A modular that can be used for any scenario. It especially shines in scenarios where discarding encounter cards is an important mechanism. I personnally enjoy it a lot with Sandman from the Sinister Motives box. It makes it really significantly more challenging. It was initially designed for the Rise of Hydra campaign, but I actually enjoy it even more with Sandman.
